    PASCO — A Kennewick man was injured early this morning, Feb. 11, after his vehicle overturned along U.S. Highway 395 north of the city. William J. Robbins, 56, was transported to a Richland hospital following the 2:37 a.m. crash near Milepost 24; his condition was not released.     PASCO — Franklin County and the greater Tri-Cities area will not be allowed to move to the so-called "Phase 2" next week. That's the word from Gov.     PASCO — Robert Frost Elementary School reamins in voluntary lockdown this afternoon as police continue searching for a suspect in a property crime. According to police, officers have surrounded an aparatment building, trying to coax a potential suspect out of a building in the 2300 block of West Jay Street.     PACO – Swerving to avoid debris may have led to a car being rolled sideways off of State Route 395 Thursday morning. William Robbins, 56, of Kennewick, was driving a 2007 Subaru Legacy south at Pasco city limits when at 2:37 a.m. he crashed his car.
