    SPOKANE – The Eastern Washington Chapter of Delta Waterfowl will host its second banquet Oct. 1 at the Shriners Event Center. The event will include dinner, drinks, raffles, games, auctions and more.     MESA – A Franklin County resident is being held on $2 million bail in connection with the death of a former Othello School District teacher. Chiloe LaRae Chervenell, 49, was booked into the Franklin County Jail on Aug. 11 on charges of second-degree kidnapping and second-degree murder, court records show.     OTHELLO – Hundreds of endangered northern leopard frogs are expected to leap into the wild at the Columbia National Wildlife Refuge. The frogs were caught as tadpoles by state Department of Fish and Wildlife employees earlier this year and raised at Oregon Zoo and Northwest Trek Wildlife Park. Washington State University researchers will fit a couple dozen of the frogs with radio transmitters to help track their movements and monitor survival, officials said.
