    PASCO — Benton-Franklin Health District Officer Dr. Amy Person on Monday sent letters to area school districts recommending they prepare for partially reopening campuses. In a press release issued by the health district, Person suggested the North Franklin School District could open Connell campuses for a "hybrid" education as early as Oct. 1.     PASCO — A Prosser woman was hospitalized late Wednesday, Sept. 16, after her car overturned on U.S. Highway 395 north of the city. Adela Valencia Mendoza, 37, was taken to a local hospital for treatment of her injuries. Mendoza was cited for second-degree negligent driving in the crash, the Washington State Patrol reported.     PASCO — Chinook and Coho salmon fishing opens on the mainstem of the Columbia River from Buoy 10 to the Blue Bridge (U.S. Highway 395) on Saturday, Sept. 19.
